Revealed in Madinah during the very late stages of the Prophet Muhammad's (ﷺ) life, primarily surrounding the incredibly difficult Expedition to Tabuk, Surah At-Tawbah (The Repentance) is uniquely the only chapter in the Quran that does not begin with the customary invocation of divine mercy (Bismillah). This notably stern opening reflects its initial purpose: issuing a final, severe ultimatum to the polytheistic tribes of Arabia who had repeatedly and treacherously broken their peace treaties with the Muslims. The chapter serves as a profound socio-political and psychological purge for the newly established Islamic state, meticulously exposing the deceitful nature of the hypocrites who lived among the believers but fabricated endless excuses to avoid collective struggle and hardship. Furthermore, it provides critical legislative guidelines, such as explicitly defining the exact categories of people eligible to receive Zakat (obligatory charity). Yet, despite its overarching tone of strict justice, martial readiness, and accountability, the chapter takes its name from its powerful concluding themes of divine grace. It immortalizes the story of three sincere companions who failed to join the expedition but offered such genuine, agonizing repentance that God Himself revealed their forgiveness, ultimately demonstrating that even in the midst of severe divine ultimatums, the door to God's mercy remains open for those who return to Him with absolute honesty.

Baraatun mina Allahi warasoolihi ila allatheena AAahadtum mina almushrikeena
Translation
A declaration of immunity from God and His Messenger to the polytheists with whom you had made a treaty
Surah 9 is the only chapter of the Quran that does not begin with 'Bismillah' (In the Name of Allah, the Most Compassionate, Most Merciful). It was revealed in year 9 AH as a stern proclamation terminating peace treaties with pagan Arabian tribes who had repeatedly breached their covenants and betrayed the Muslim community.
Transliteration

Translation
So travel the land for four months, and know that you cannot escape God, and that God will disgrace the disbelievers
Pagan tribes that had violated their covenants were granted a four-month grace period of total safety to travel freely throughout Arabia and decide whether to embrace faith, migrate in peace, or prepare for conflict.
Transliteration

Translation
And a proclamation from God and His Messenger to the people on the day of the Greater Pilgrimage, that God has disowned the polytheists, and so did His Messenger. If you repent, it will be better for you. But if you turn away, know that you cannot escape God. And announce to those who disbelieve a painful punishment
Transliteration
Illa allatheena AAahadtum mina almushrikeena thumma lam yanqusookum shayan walam yuthahiroo AAalaykum ahadan faatimmoo ilayhim AAahdahum ila muddatihim inna Allaha yuhibbu almuttaqeena
Translation
Except for those among the polytheists with whom you had made a treaty, and did not violate any of its terms, nor aided anyone against you. So fulfill the treaty with them to the end of its term. God loves the righteous
This verse provides an important legal exception: pagan tribes that honored their treaties in full and never aided enemies against Muslims were not subject to the ultimatum. Their peace pacts were upheld until the agreed end date.
Transliteration

Translation
When the Sacred Months have passed, kill the polytheists wherever you find them. And capture them, and besiege them, and lie in wait for them at every ambush. But if they repent, and perform the prayers, and pay the alms, then let them go their way. God is Most Forgiving, Most Merciful
Often called 'The Sword Verse,' this instruction applied specifically to Arabian polytheists who repeatedly broke their peace treaties and aided hostile forces. It authorized military defense once the four-month grace period expired. If they ceased hostilities, repented, and upheld religious duties, they were granted complete safety as fellow brothers in faith.
Transliteration
Wain ahadun mina almushrikeena istajaraka faajirhu hatta yasmaAAa kalama Allahi thumma ablighhu mamanahu thalika biannahum qawmun la yaAAlamoona
Translation
And if anyone of the polytheists asks you for protection, give him protection so that he may hear the Word of God; then escort him to his place of safety. That is because they are a people who do not know
This verse establishes universal diplomatic asylum. If any polytheist seeks protection—even during wartime—Muslims are obligated to shelter them, let them listen peacefully to the message of the Quran, and escort them safely back to their homeland.

Will you not fight a people who violated their oaths, and planned to exile the Messenger, and initiated hostilities against you? Do you fear them? It is God you should fear, if you are believers
This refers to the Quraysh breaking the Treaty of Hudaybiyyah by arming and supporting their allies (the Banu Bakr) in a surprise slaughter of the Banu Khuza'ah, who were allied with the Muslims.

God has given you victory in numerous regions; but on the day of Hunayn, your great number impressed you, but it availed you nothing; and the land, as spacious as it was, narrowed for you; and you turned your backs in retreat
Refers to the Battle of Hunayn (8 AH). The Muslim army numbered 12,000 men and felt overconfident in their sheer size. However, enemy archers launched a surprise ambush in a narrow mountain valley, causing initial panic and retreat until God granted divine reassurance.

Revealed in 9 AH, this law prohibited idolaters from attending the annual Hajj pilgrimage or entering the Sacred Precinct of the Ka'bah. To address Muslim merchants' fears of financial loss from declining pagan trade, God promised that His bounty would provide for them.

The Jews said, “Ezra is the son of God,” and the Christians said, “The Messiah is the son of God.” These are their statements, out of their mouths. They emulate the statements of those who blasphemed before. May God assail them! How deceived they are
The mention of Ezra ('Uzayr') addresses a specific heterodox Jewish sect in Arabia at the time who held excessive veneration for Ezra because he had re-established and memorized the lost Torah after the Babylonian exile.

The number of months, according to God, is twelve months—in the decree of God—since the Day He created the heavens and the earth, of which four are sacred. This is the correct religion. So do not wrong yourselves during them. And fight the polytheists collectively, as they fight you collectively, and know that God is with the righteous
Explains that the four sacred months (Dhul-Qa'dah, Dhul-Hijjah, Muharram, and Rajab) were ordained from creation. During these months, all offensive warfare was traditionally forbidden across Arabia to enable safe pilgrimage and commerce.

Postponement is an increase in disbelief—by which those who disbelieve are led astray. They allow it one year, and forbid it another year, in order to conform to the number made sacred by God, thus permitting what God has forbidden. The evil of their deeds seems good to them. God does not guide the disbelieving people
Condemns the pre-Islamic pagan custom of 'Nasi' (calendar tampering), in which Arab leaders arbitrarily swapped or postponed sacred months to wage war whenever it suited their raiding seasons.

If you do not help him, God has already helped him, when those who disbelieved expelled him, and he was the second of two in the cave. He said to his friend, “Do not worry, God is with us.” And God made His tranquility descend upon him, and supported him with forces you did not see, and made the word of those who disbelieved the lowest, while the Word of God is the Highest. God is Mighty and Wise
Recalls the historic migration (Hijrah) from Mecca to Medina in 622 CE. The Prophet Muhammad ﷺ and his loyal companion Abu Bakr hid in the Cave of Thawr while hostile Quraysh trackers stood outside the entrance. When Abu Bakr feared discovery, the Prophet ﷺ calmed him: 'Do not grieve; indeed Allah is with us.'

Refers to the Expedition of Tabuk (9 AH). Muslims were called to march hundreds of miles north in extreme desert summer heat to counter a reported Byzantine threat. The difficult conditions exposed the excuses of Medinan hypocrites who sought reasons to avoid participating.

Those who criticize the believers who give charity voluntarily, and ridicule those who find nothing to give except their own efforts—God ridicules them. They will have a painful punishment
Revealed when hypocrites mocked charitable donations for the Tabuk expedition. When wealthy companions like Abdur-Rahman ibn Awf donated vast riches, hypocrites accused them of showing off. When poor companions gave what little they had—like a single handful of dates—hypocrites scoffed that God had no need of such small gifts.
